(ঢাকা, বৃহস্পতিবার, ১৯ মে ২০২২) ভূমি সেবা সপ্তাহ ২০২২ উপলক্ষে প্রদত্ত শুভেচ্ছা বার্তায় মাননীয় প্রধানমন্ত্রী শেখ হাসিনা বলেছেন, “বাংলাদেশের মানুষ যেন ঘরে বসে ১৬১২২ নম্বরে ফোন করে কিংবা land.gov.bd ওয়েবসাইট থেকে ভূমিসেবা গ্রহণ করতে পারে আমরা সেই ব্যবস্থা গ্রহণ করেছি।“
আজ ১৯ মে বৃহস্পতিবার ভূমি সেবা সপ্তাহ ২০২২-এর উদ্বোধনী অনুষ্ঠানে ভূমি সেবা সপ্তাহ উপলক্ষে প্রধানমন্ত্রী শেখ হাসিনা প্রদত্ত (রেকর্ডেড) শুভেচ্ছা বার্তা প্রদর্শন করা হয়। উদ্বোধনী অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী। ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মোঃ মকবুল হোসেন অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন। ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ অনুষ্ঠানে সভাপতিত্ব করেন।
এসময় সম্মানীয় অতিথি হিসেবে উপস্থিত ছিলেন ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সদস্য মনোরঞ্জন শীল গোপাল এবং মোঃ হাবিবর রহমান.
প্রধানমন্ত্রী তাঁর শুভেচ্ছা বার্তায় আরও বলেন, “সর্বকালের শ্রেষ্ঠ বাঙ্গালী জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান আজীবন সাধারণ মানুষের ভূমির অধিকার নিশ্চিত করার জন্য কাজ করে গেছেন। তিনি ২৫ বিঘা পর্যন্ত জমির খাজনা মওকুফ করে দিয়েছিলেন।বাংলাদেশের মানুষের আর্থসামাজিক উন্নতি ছিল তার একমাত্র লক্ষ্য। আওয়ামীলীগ সরকার ডিজিটাল বাংলাদেশ গড়ে তুলেছে এবং ভূমি ব্যবস্থাপনা ডিজিটাইজ করার উদ্যোগ নিয়েছে। আপনারা ভূমি সেবা পেতে এই দুটি প্ল্যাটফর্মের সহায়তা নিতে পারেন। দক্ষ, স্বচ্ছ ও জনবান্ধব ভূমি সেবা প্রতিষ্ঠা করাই আমাদের অঙ্গীকার।“
ভূমিমন্ত্রী সাইফুজামান চৌধুরী তাঁর বক্তব্যে বলেন, আজ ভূমি মন্ত্রণালয়ের প্রস্তাবিত তিনটি আইন মন্ত্রিপরিষদে পাশ হয়েছে। সবার সহযোগিতায় ভূমি মন্ত্রণালয় আজ একটি পর্যায়ে এসেছে, অর্জন করেছে মানুষের আস্থা। তিনি আরও বলেন ভূমি মন্ত্রণালয় ভূমি কর্মকর্তাদের পারফরমেন্স মনিটরিং করা শুরু করেছে, অভ্যন্তরীণ প্রতিযোগিতায় পরিবেশ সৃষ্টি কয়েছে। তিনি এসময় ভালো কাজের স্বীকৃতি সরূপ ভূমি সেবা সপ্তাহ ২০২২-এ পুরস্কার প্রাপ্ত ভূমি কর্মকর্তাদের অভিনন্দন জানান।
সংসদীয় স্থায়ী কমিটির সভাপতি এসময় নামজারি প্রক্রিয়া আরও সহজ করার ব্যাপারে মত প্রকাশ করেন। তিনি বলেন ভূমি মামলার কারণে অনেক গরীব মানুষ নিঃস্ব হয়ে যায়। এজন্য মামলা জটিলতা কমাতে হবে।
ভূমি সচিব তাঁর বক্তব্যে জানান ৫ কোটি ১৩ লক্ষ খতিয়ান অনলাইনে আপডেট করা হয়েছে। তিনি আরও জানান ভূমি অধিগ্রহণ প্রক্রিয়া ডিজিটালাইজ করার কাজ শুরু করা হয়েছে।
প্রসঙ্গত, এবার হতে প্রতি বছর ভূমি সেবা সপ্তাহে স্বচ্ছ, দক্ষ, জনবান্ধব ও জবাবদিহিমূলক ভূমিসেবা প্রদান ও বাস্তবায়নে বিশেষ কৃতিত্বপূর্ণ অবদানের স্বীকৃতিস্বরূপ মাঠ পর্যায়ে ভূমি অফিসে কর্মরতদের পুরস্কার প্রদানের সিদ্ধান্ত গ্রহণ করা হয়। অনুপ্রেরণা, উৎসাহ ও উদ্দীপনা যোগানো এবং ভালো কাজের স্বীকৃতি প্রদানের লক্ষ্যে আজ ৮ বিভাগ থেকে ৮ জন শ্রেষ্ঠ সহকারী কমিশনার (ভূমি)কে নিজ পদবীর ক্যাটাগরিতে 'বিভাগীয় পর্যায়ে সেরা সহকারী কমিশনার (ভূমি)' হিসেবে পুরস্কার প্রদান করা হয়।
'বিভাগীয় পর্যায়ে সেরা সহকারী কমিশনার (ভূমি)' হিসেবে পুরস্কার প্রাপ্তরা হলেন ঢাকা থেকে লাভলী ইয়াসমিন, চট্টগ্রাম থেকে কে এম আবু নওশাদ, রাজশাহী থেকে মোঃ কাউছার হাবীব, খুলনা থেকে মোঃ আব্দুল হাই সিদ্দিকী, বরিশাল থেকে আব্দুল কাইয়ুম, সিলেট থেকে উত্তম কুমার দাশ, ময়মনসিংহ থেকে কাউছার আহাম্মেদ এবং রংপুর থেকে মোঃ উজ্জ্বল হোসেন। এসময় ভূমিমন্ত্রী বিজয়ীদের ক্রেস্ট ও সার্টিফিকেট প্রদান করেন।
এছাড়া, রংপুরের জোনাল সেটেলমেন্ট অফিসার মোঃ আজমল হোসেন সেরা জোনাল সেটেলমেন্ট অফিসার এবং ঢাকা জোনাল সেটেলমেন্ট অফিসের চার্জ অফিসার মোঃ আব্দুল আজিজ ভুঁইয়া এবং রংপুর জোনাল সেটেলমেন্ট অফিসের চার্জ অফিসার মোঃ মামুন অর রশীদ সেরা চার্জ অফিসার হিসেবে জাতীয় পর্যায়ে পুরস্কৃত হয়েছেন। মূল্যায়নে সর্বোচ্চ নম্বর প্রাপ্তদের পুরস্কার হিসেবে ভূমিমন্ত্রী ক্রেস্ট ও সার্টিফিকেট প্রদান তুলে দেন।
আগামী ২২ মে সহকারী কমিশনার (ভূমি), কানুনগো, সার্ভেয়ার, ইউনিয়ন ভূমি সহকারী কর্মকর্তা, ইউনিয়ন ভূমি উপ-সহকারী কর্মকর্তা, সহকারী সেটেলমেন্ট অফিসার, উপ-সহকারী সেটেলমেন্ট অফিসার এবং সেটেলমেন্ট সার্ভেয়ারদের মধ্যে থেকে জেলা ও জোনাল পর্যায়ে নিজ নিজ পদবীর ক্যাটাগরিতে সেরা ভূমি কর্মকর্তাদের পুরস্কৃত করা হবে।
উল্লেখ্য, পুরস্কারের জন্য এবার একটি নীতিমালা তৈরি করা হয়েছে। পুরস্কারের যোগ্য প্রার্থী যাচাইয়ে নীতিমালায় স্বচ্ছতা ও নিরপেক্ষতাকে সর্বোচ্চ গুরুত্ব দেওয়া হয়েছে। সংশ্লিষ্ট গণকর্মচারীর ঊর্ধ্বতন কর্তৃপক্ষের মূল্যায়নের ভিত্তিতে সম্পূর্ণ ডিজিটালি ভূমি প্রশাসন ব্যবস্থাপনা সিস্টেমের মাধ্যমে চূড়ান্ত মূল্যায়ন করা হয়। মূল্যায়নে অস্বাভাবিক বিচ্যুতি যাচাই করার জন্য বিশেষ অ্যালগরিদম অনুসরণ করা হয়।
আজকের উদ্বোধনী অনুষ্ঠানে ভূমিমন্ত্রী ভূমি মন্ত্রণালয়ের নতুন তিনটি সার্ভিস উদ্বোধন করেন। সেবাগুলো হচ্ছে ভূমিসেবা কিয়স্ক, ভূমি রাজস্ব মামলা ব্যবস্থাপনা সিস্টেম এবং ভ্রমমাণ ভূমিসেবা কেন্দ্র।
ভূমিসেবা কিয়স্ক (kiosk) বিভিন্ন জনবহুল এলাকা যেমন স্টেশন, বিপণী-বিতান, উপজেলা অফিস কমপ্লেক্স ইত্যাদি জায়গায় স্থাপন করা হবে। নাগরিক প্রয়োজনীয় ফি এর বিনিময়ে প্রয়োজনীয় আবেদন ও জমির খতিয়ান প্রিন্ট করতে পারবেন। ভূমি রাজস্ব মামলা ব্যবস্থাপনা সিস্টেমের মাধ্যমে সকল অভ্যন্তরীণ মামলা (মিস কেস, রিভিউ ও রেন্ট সার্টিফিকেট) একই প্ল্যাটফর্মে পরিচালনা করা, অনলাইনে মামলার অবস্থা মনিটরিং সুপারভাইজ করা, দেওয়ানি মামলা ব্যবস্থাপনা ও একটি পরিপূর্ণ ডাটাবেজ তৈরি ইত্যাদি। এছাড়া উদ্বোধন কৃত ভ্রমমাণ ভূমিসেবা কেন্দ্রের মাধ্যমে বিভিন্নস্থানে ভূমি বিষয়ক পরামর্শ ও সচেতনতা বাড়ানোর জন্য কাজ করা হবে। ভ্রাম্যমাণ ভূমিসেবা কেন্দ্র মূলত সেবা সপ্তাহকে উদ্দেশ্য করে স্থাপন করা হয়েছে।
‘ভূমি অফিসে না এসেই ডিজিটাল ভূমি সেবা গ্রহণ’ প্রতিপাদ্যে দেশের ৮টি বিভাগ, ৬৪টি জেলা এবং ৫০৭টি উপজেলা, রাজস্ব সার্কেল, ইউনিয়ন ও পৌর ভূমি অফিসে আজ ১৯ মে থেকে আগামী ২৩ মে ২০২২ তারিখ পর্যন্ত ভূমি সেবা সপ্তাহ ২০২২-এর কার্যক্রম চলবে। ‘১৬১২২ নম্বরে কল সেন্টারের মাধ্যমে ভূমিসেবা’ এবং ‘ডাকযোগে ভূমিসেবা’ বিষয় দুটিকে সর্বোচ্চ গুরুত্ব দেওয়া হচ্ছে এবার। ভূমি সেবা সপ্তাহে প্রতিটি জেলা, উপজেলা ও ইউনিয়নের সংশ্লিষ্ট ভূমি অফিসে, স্থানীয় সম্মেলন কক্ষে কিংবা সুবিধাজনক স্থানে ক্যাম্প করে সেবা বুথ স্থাপন করা হবে। সেবাবুথে অগ্রাধিকার ভিত্তিতে প্রযোজ্য ভূমি সেবা দেওয়া হবে, বিভিন্ন ভূমি সেবা বিষয়ে অবহিত করা হবে এবং পরামর্শ সেবা দেওয়া হবে।
আজকের অনুষ্ঠানে অন্যান্যদের মধ্যে উপস্থিত ছিলেন ভূমি ব্যবস্থাপনা অটোমেশন প্রকল্পের ভূমি ব্যবস্থাপনা (ডোমেইন) বিশেষজ্ঞ সাবেক মূখ্যসচিব মোঃ আবুল কালাম আজাদ, ভূমি সংস্কার বোর্ডের চেয়ারম্যান সোলেমান খান, ভূমি আপীল বোর্ডের চেয়ারম্যান ড. অমিতাভ সরকার, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক মোঃ মোয়াজ্জেম হোসেন সহ ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্ত্র/সংস্থা ও মাঠ প্রশাসনের কর্মকর্তাবৃন্দ।
16122 and land.gov.bd to receive land service at home - PM in congratulatory message
Hon’ble Prime Minister Sheikh Hasina said in her congratulatory message on the occasion of Land Service Week 2022, “We have taken initiatives so that the people of Bangladesh can avail of land services from home by calling 16122 or visiting land.gov.bd website”.
A recorded congratulatory message was given by Prime Minister Sheikh Hasina on the occasion of Land Service Week was displayed at the inaugural event of Land Service Week 2022 on Thursday 19 May. Land Minister Saifuzzaman Chowdhury was present as the chief guest at the event. Chairman of the Parliamentary Standing Committee on Land Ministry Md. Maqbool Hossain was present on the occasion as a special guest. Land Secretary Md. Mostafizur Rahman PAA presided over the event.
Members of Parliamentary Standing Committee on Land Ministry Manoranjan Shil Gopal and Md. Habibar Rahman were present as honorary guests.
In her congratulatory message, the Prime Minister further said, “Bangabandhu Sheikh Mujibur Rahman, the father of the best Bengali nation of all time, has always worked to ensure the land rights of the people. He waived the land taxes up to 25 bighas. The socio-economic development of the people of Bangladesh was his only goal. The Awami League government has built a digital Bangladesh and has taken initiatives to digitize land management. You can take advantage of these two platforms to get land services. Our commitment is to establish efficient, transparent, and people-friendly land services. ”
Land Minister Saifuzzaman Chowdhury said in his speech that the three laws proposed by the land ministry passed in the cabinet today. With the cooperation of all, the Ministry of Land has come to a stage today, has gained the trust of the people. He added that the land ministry has started monitoring the performance of land officials, creating an environment for internal competition. He also congratulated the land award winner officials in the Land Service Week 2022 in recognition of their good work.
The chair of the parliamentary standing committee also expressed his views on making the mutation process easier. He said many poor people became destitute due to land disputes. Therefore, the complexity of the case must be reduced.
The land secretary said in his speech that 5 crore 13 lakh record of rights have been uploaded to online. He further said that work has been started to digitize the land acquisition process.
It has been decided to give awards to those working in the land office at the field level in recognition of their outstanding contribution in providing and implementing transparent, efficient, pro-people, and accountable land services every year from this year onwards. To provide inspiration, encouragement and recognition, and recognition of good works, 8 Best Assistant Commissioners (Lands) from 8 divisions were awarded today in their respective categories as ‘Best Assistant Commissioners (Lands) at Division Level. The land minister presented crests and certificates to the winners.
Besides, Rangpur Zonal Settlement Officer Md. Ajmal Hossain has been awarded as Best Zonal Settlement Officer at the national level. Dhaka Zonal Settlement Office Charge Officer Md. Abdul Aziz Bhuiyan and Rangpur Zonal Settlement Office Charge Officer Md. Mamun ur Rashid have been awarded as Best Charge Officer been at the national level. The land minister handed over crests and certificates as prizes to those who got the highest marks in the assessment.
Assistant Commissioner (Land), Kanungo, Surveyor, Union Land Assistant Officer, Union Land Deputy Assistant Officer, Assistant Settlement Officer, Deputy Assistant Settlement Officer and Settlement Surveyors will be awared District and Zonal level next may 22 in their respective category.
Note that a policy has been prepared for the award this time. Transparency and impartiality have been given utmost importance in the policy for screening deserving candidates for the award. The final assessment is done through the land administration management system digitally based on the evaluation of the higher authorities of the concerned public servant. Special algorithms are followed to verify abnormal deviations in the evaluation.
The land minister inaugurated three new services of the land ministry today. The services are Land Service Kiosk, Land Revenue Case Management System, and Mobile Land Service Center.
Land service kiosks will be set up in various populated areas such as stations, shops, Upazila office complexes, etc. Citizens will be able to print the required application and land record of rights paying a fee. Land Revenue Case Management System will be used to manage all internal cases (Miss Case, Review, and Rent Certificate) on the same platform, supervise online case status, to manage civil cases and to create a database, etc. In addition, a mobile land service center will be used to raise awareness and advice on land issues in various places. The mobile land service center has been set up mainly for service week.
With the theme ‘Receive Land Service Without Going Land Office’Land Service Week 2022 will be held from May 19 to May 23, 2022, in 8 divisions, 64 districts, and 507 Upazilas, revenue circles, unions, and municipal land offices. This time the issues of ‘Land service by call center at 16122’ and ‘Land service by post’ are being given utmost importance. During the service week, service booths will be set up at the respective land offices of each district, Upazila, and union, in local conference halls, or at any convenient places. Land services will be provided on a priority basis in the service booths, various land services will be informed, and consultancy services will be provided.
Land Management Domain Specialist of Land Management Automation Project and former Chief Secretary Md. Abul Kalam Azad, Land Reform Board Chairman Soleman Khan, Land Appeal Board Chairman Dr. Amitabh Sarkar, Director General of Land Records and Survey Department Md. Moyazzem Hossain along with officials of the Ministry of administration,Land and its affiliated departments/agencies and field administration attended the event among others.
