(ঢাকা, বৃহস্পতিবার, ২৬ জানুয়ারি ২০২৩) ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন, অবৈধ ভূমি দখলকে ফৌজদারি অপরাধ হিসেবে গণ্য করে উপযুক্ত শাস্তি ও জরিমানার বিধান রেখে প্রস্তুত করা 'ভূমি অপরাধ প্রতিরোধ ও প্রতিকার আইন' মন্ত্রিপরিষদ বিভাগে পরবর্তী কার্যক্রম গ্রহণের জন্য প্রেরণ করা হয়েছে। তিনি আরও বলেন, বাংলাদেশের ভূমির অপ্রতূলতার কথা মাথায় রেখে সরকার প্রথমবারের মত অকৃষি জমিতেও সিলিং রাখার বিধান করেছে। প্রাথমিকভাবে 'ভূমি মালিকানা ও ব্যবহার আইন’-এ ৪০ বিঘা সিলিং (সর্বোচ্চ সীমা) এর প্রস্তাব করা হয়েছে।

আজ বৃস্পতিবার রাজধানীর ওসমানী স্মৃতি মিলনায়তনে অনুষ্ঠিত ‘জেলা প্রশাসক সম্মেলন ২০২৩’-এ ভূমি মন্ত্রণালয় সম্পর্কিত কার্য অধিবেশনে প্রধান অতিথি হিসেবে জেলা প্রশাসকদের উদ্দেশে বক্তব্য প্রদানকালে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী এ কথা বলেন। মন্ত্রিপরিষদ সচিব মোঃ মাহবুব হোসেন-এর সভাপতিত্বে অনুষ্ঠিত ভূমি মন্ত্রণালয় সংশ্লিষ্ট আজকের কার্য অধিবেশনে ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ, ভূমি আপীল বোর্ডের চেয়ারম্যান এ কে এম শামিমুল হক ছিদ্দিকী, ভূমি সংস্কার বোর্ডের চেয়ারম্যান মোঃ আবু বকর ছিদ্দীক, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক মোঃ আব্দুল বারিক-সহ মন্ত্রিপরিষদ বিভাগ এবং ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তরসমূহের ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

সাইফুজ্জামান চৌধুরী বলেন, ভূমি মালিকানা ও ব্যবহার আইনে এমন বিধানও রাখা হবে যেন বৃহৎ শিল্প স্থাপনে অকৃষি জমির সর্বোচ্চ সীমা কোনো বাধা না হয়ে দাঁড়ায়। এক্ষেত্রে বিশেষ আবেদনে সরকার অকৃষি জমির ঊর্ধ্বসীমার অতিরিক্ত ভূমিতে শিল্প স্থাপনে অনুমোদন দিতে পারবে। কৃষিজমি সুরক্ষা, অকৃষি জমির সর্বোচ্চ সীমার বিধান, খাদ্য নিরাপত্তা, জলবায়ু পরিবর্তনের ক্ষতিকর প্রভাব হ্রাসের উদ্দেশ্যে করা 'ভূমি মালিকানা ও ব্যবহার আইন’-এর খসড়া আগামী সপ্তাহে মন্ত্রিপরিষদ বিভাগে প্রেরণ করা হবে।

ভূমিমন্ত্রী এই সময় আরও যোগ করেন, ‘দলিলাদি যার, জমি তার’ এই ভাবনা থেকেই ভূমি অপরাধ প্রতিরোধ ও প্রতিকার আইনের খসড়া তৈরি করা হয়েছে। কেউ যত বছরই জোর করে কোনও জমি দখল করে রাখুক না কেন, যথাযথ দলিলাদি ছাড়া বেআইনি দখলদারের মালিকানা এই আইনে কখনই তা স্বীকৃতি দেওয়া হবেনা। আইন প্রণয়নের পর জমি দখল সংক্রান্ত হয়রানি উল্লেখযোগ্য হারে কমে আসবে।

প্রসঙ্গত, দলিলাদি বলতে যথাযথ নিবন্ধন দলিল, খতিয়ান সহ আনুষঙ্গিক নথিপত্র বোঝায়। কৃষি জমির সিলিং ৬০ বিঘা। মন্ত্রিপরিষদ বিভাগের পরীক্ষণের পর এই দুই আইনের খসড়া আইন প্রণয়নের জন্য সংসদে পাঠানোর প্রক্রিয়া শুরু হবে।

(ক্যাশলেস ভূমি উন্নয়ন কর)
সাইফুজ্জামান চৌধুরী বলেন, আগামী পহেলা বৈশাখ (১৪ এপ্রিল) থেকে সারা দেশে ক্যাশলেস ভূমি উন্নয়ন কর ব্যবস্থা চালু করা হবে। এর পর থেকে সরাসরি এলডি ট্যাক্স গ্রহণ করা হবেনা। ইতোমধ্যে ক্যাশলেস ই-নামজারি ব্যবস্থা বাস্তবায়ন করা হয়েছে। নাগরিককে অনলাইনে দাখিলা প্রদান করা হয়েছে প্রায় ৪৫ লক্ষ। অনলাইনে ভূমি উন্নয়ন কর আদায় হয়েছে ৩৭৫ কোটি টাকা যা তাৎক্ষণিকভাবে অটোমেটেড চালান সিস্টেমের মাধ্যমে সরকারি কোষাগারে জমা হয়েছে।

(নাগরিক সেবাকেন্দ্র ও সিসি ক্যামেরা)
মন্ত্রী বলেন, ভূমি ভবনে একটি নাগরিক সেবাকেন্দ্র স্থাপন করা হচ্ছে। পর্যায়ক্রমে জেলা পর্যায়ে এ সেবা সম্প্রসারণ করা হবে। জেলাভিত্তিক এজেন্ট নিয়োগের মাধ্যমে নাগরিকগণকে ভূমিসেবা প্রদানের উদ্যোগ নেয়া হবে এবং এজন্য প্রাইভেট এজেন্টশীপ নীতিমালা করা হচ্ছে। কলসেন্টার ছাড়াও এসব সেবা কেন্দ্রে নাগরিকরা সরাসরি গিয়ে ভূমিসেবা গ্রহণ করতে পারবেন। এছাড়া, প্রাইভেট এজেন্ট কার্যক্রম মনিটরের জন্য সিসি ক্যামেরা স্থাপন করা হবে এবং উপজেলা ও জেলা ভিত্তিক নাগরিক কমিটি করা হবে।

সাইফুজ্জামান চৌধুরী বলেন, দুটি প্রকল্পের আওতায় সারাদেশে ডিজিটাল জরিপ হচ্ছে। একটি প্রকল্পের আওতায় পটুয়াখালীতে জরিপ শুরু হয়েছে। ইতোমধ্যে মৌজার ডিজিটাল জরিপও সম্পন্ন হয়েছে। অন্য একটি প্রকল্পের আওতায় ৩টি সিটি কর্পোরেশন (চট্টগ্রাম, নারায়ণগঞ্জ ও রাজশাহী মেট্রোপলিটন), মানিকগঞ্জ পৌরসভা, ধামরাই উপজেলা ও কুষ্টিয়া সদর উপজেলায় ডিজিটাল সার্ভে হবে। এসব এলাকা ছাড়া সারাদেশে পটুয়াখালীতে শুরু হওয়া প্রকল্পের আওতায় ডিজিটাল সার্ভে হবে।

(খতিয়ান ট্রি প্রস্তুত ও ডাকসেবার মাধ্যমে খতিয়ান সরবরাহ)
মন্ত্রী বলেন, বর্তমানে ৫ কোটি ২১ লক্ষের অধিক জমির মালিকানা এবং ৭৫ হাজারের অধিক মৌজা ম্যাপ তথ্য অনলাইনে রয়েছে। এ সিস্টেম থেকে প্রায় ১৩ কোটি ৫৭ লক্ষ টাকা সরকারি রাজস্ব আদায় হয়েছে। ডাক বিভাগ এখন নাগরিকের ঠিকানায় খতিয়ান পৌঁছে দিচ্ছে। এ পর্যন্ত ৩ লক্ষের অধিক খতিয়ান ডাকবিভাগের মাধ্যমে নাগরিকগণ হাতে পেয়েছেন। বিদেশেও এই সেবা দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে। প্রতিনিয়ত নামজারি খতিয়ান যুক্ত হচ্ছে এ সিস্টেমে। কোন খতিয়ান থেকে জমি নামজারি হবার সাথে সাথে কৃত্রিম বুদ্ধিমত্তার মাধ্যমে মূল খতিয়ান হতে ধারাবাহিকভাবে সৃষ্ট নতুন খতিয়ান এর ট্রি প্রদর্শনের ব্যবস্থা করা হচ্ছে। ফলে জমি ক্রয় বিক্রয়ের ক্ষেত্রে স্বচ্ছতা আসবে এবং মামলা-মোকদ্দমা কমে যাবে।

(জমি নিবন্ধনের সাথে স্বয়ংক্রিয় নামজারি)
মোঃ মোস্তাফিজুর রহমান পিএএ জানান ৪ কোটির অধিক হোল্ডিং ডাটা ম্যানুয়াল থেকে ডিজিটালে রূপান্তরিত হয়েছে। ই-রেজিস্ট্রেশন সিস্টেম-এর সাথে ই-মিউটেশন সিস্টেমের কারিগরি সংযোগ স্থাপিত হয়েছে। ই-নামজারির সাথে-সাথে হোল্ডিং নম্বরসহ ভূমি উন্নয়ন করও স্বয়ংক্রিয়ভাবে নির্ধারিত হয়ে যাবে। ১৭টি উপজেলায় এর পাইলটিং হয়েছে।

(নামজারির সাথে স্বয়ংক্রিয় খতিয়ান ও মৌজা ম্যাপ প্রস্তুত)
সচিব আরও জানান, সমগ্র বাংলাদেশের ১,৩৮,০০০ ম্যাপকে ডিজিটাইজ করাসহ স্যাটেলাইট ইমেজ ক্রয় করা হচ্ছে। এই ম্যাপের উপরে স্যাটেলাইট ইমেজ বসিয়ে প্লট-ভিত্তিক জমির শ্রেণীর একটি তথ্যভাণ্ডার তৈরি হচ্ছে। ২০২৩ সালের মার্চ নাগাদ ১০ হাজার ডিজিটাল মৌজা ম্যাপ ই-নামজারি সিস্টেমের সাথে সংযুক্ত হচ্ছে। নামজারির সাথে-সাথে এই ডিজিটাল ম্যাপ ও খতিয়ান স্বয়ংক্রিয়ভাবে সংশোধিত হতে থাকবে। ভূমি সেবা অ্যাপ থেকে নাগরিকগণ তাদের জমির দৈর্ঘ্য-প্রস্থ, অবস্থান ও পরিমাপ তাৎক্ষণিকভাবে পেয়ে যাবেন।

(কলসেন্টার)
সচিব জানান, কল সেন্টার থেকে প্রায় ১০ লক্ষ ২০ হাজার কল নিষ্পত্তি করা হয়েছে। বিদেশ থেকে নিষ্পত্তিকৃত কলের সংখ্যা প্রায় ৬০০০। প্রায় ১১ হাজার ৪০০ ফলো-আপ কল (কল ব্যাক) করা হয়েছে। কল সেন্টার ও ফেসবুকের মাধ্যমে নাগরিকগণকে ২০ হাজার ৮০০টি ভূমি সংক্রান্ত আইনি পরামর্শ প্রদান করা হয়েছে।

(ই-নামজারি)
সচিব জানান, ই-নামজারি সিস্টেমের মাধ্যমে প্রতি মাসে অনলাইনে প্রায় ২ লক্ষাধিক নামজারি নিষ্পত্তি করা হচ্ছে। এ পর্যন্ত ক্যাশলেস নামজারি সিস্টেম থেকে অনলাইনে আদায়কৃত প্রায় ১৬০ কোটি টাকা তাৎক্ষণিকভাবে সরকারের কোষাগারে জমা হয়েছে।

(জেলা প্রশাসকদের মতামত)
এ অধিবেশনে জেলা প্রশাসকগণ বিভিন্ন বিষয়ে তাঁদের মতামত ব্যক্ত করেন ও প্রশ্ন করেন। খাসজমি, নামজারি, হাট ও বাজার, ভূমি অফিস নির্মাণ, জলমহাল, পার্বত্য অঞ্চলের ভূমি ব্যবস্থাপনা, কোর্ট অফ ওয়ার্ডস, ভূমি সংশ্লিষ্ট জনবল ও প্রশিক্ষণ, ডিজিটালাইজেশন, ভূমি ব্যবস্থাপনায় উদ্ভাবন-সহ ভূমি সংশ্লিষ্ট নানা বিষয় উঠে আসে কার্য অধিবেশনের আলোচনায়।

উল্লেখ্য, ভূমি রেজিস্ট্রেশন ও ভূমি জরিপ ব্যতীত, ভূমি রাজস্ব ও ভূমি ব্যবস্থাপনা সহ ভূমি সংক্রান্ত অন্যান্য সকল সেবা প্রদানে কালেক্টর হিসেবে জেলা পর্যায়ে দায়িত্বপ্রাপ্ত কর্মকর্তা জেলা প্রশাসক।

অধিবেশন শেষে ভূমিমন্ত্রী এক সাংবাদিক সম্মেলনে অংশগ্রহণ করেন এবং জেলা প্রশাসকদের উদ্দেশে তাঁর দেওয়া নির্দেশনার ব্যাপারে সাংবাদিকদের বিভিন্ন প্রশ্নের উত্তর দেন।

(ঢাকা, শনিবার, ২৮ জানুয়ারি ২০২৩) মাঠ পর্যায়ে ভূমিসেবার দায়িত্বে নিয়োজিতদের ক্রমাগত উন্নয়নে জোর দিয়ে তাদের কাজের যথাযথ মনিটরিং করার জন্য জেলা প্রশাসকদের প্রতি ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী আহবান জানিয়েছেন।

গত বৃহস্পতিবার রাজধানীর ওসমানী স্মৃতি মিলনায়তনে অনুষ্ঠিত ‘জেলা প্রশাসক সম্মেলন ২০২৩’-এ ভূমি মন্ত্রণালয় সম্পর্কিত কার্য অধিবেশনে প্রধান অতিথি হিসেবে জেলা প্রশাসকদের উদ্দেশে বক্তব্য প্রদানকালে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী এই আহবান জানান। এই সময় মন্ত্রিপরিষদ সচিব মোঃ মাহবুব হোসেন এবং ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ সহ মন্ত্রিপরিষদ বিভাগ এবং ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তরসমূহের ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

এ সময় ভালো কাজে উৎসাহ দেওয়া ও প্রযোজ্য ক্ষেত্রে পুরস্কৃত করা, ভুল করলে সংশোধন ও প্রয়োজনে প্রশিক্ষণের ব্যবস্থা করা এবং ক্রমাগত ইচ্ছাপূর্বকভাবে করা অনাকাঙ্ক্ষিত ও অন্যায় কাজের যথাযথ শাস্তির উদ্যোগ গ্রহণ করার জন্য জেলা প্রশাসকদের নির্দেশ দেন ভূমিমন্ত্রী। পরে প্রেস ব্রিফিংয়ে ভূমিমন্ত্রী সাংবাদিকদের জানান কোভিড পরিস্থিতির কারণে ভূমি কর্মকর্তাদের রিফ্রেশার্স প্রশিক্ষণ বন্ধ হলেও আবার তা চালু করা হবে।

প্রসঙ্গত, ভূমিসেবা নিবির মনিটরিংয়ের জন্য ড্যাশবোর্ড ও ভূমি সংশ্লিষ্ট সকলের অভিজ্ঞতা সংরক্ষণের জন্য দাপ্তরিক স্মৃতিকোষ স্থাপন, ভূমি মন্ত্রণালয়ের আভ্যন্তরীণ যোগাযোগের জন্য বার্তা অ্যাপ চালু এবং ভূমি সেবা গ্রাহকদের ভালো সেবা প্রদানের স্বীকৃতি হিসেবে ভূমিসেবা পুরস্কার চালু করেছে ভূমি মন্ত্রণালয়। এছাড়া, প্রযোজ্য ক্ষেত্রে ভূমি সেবায় দায়িত্বরতদের দিকনির্দেশনা দিয়ে নিয়মিত প্রয়োজনীয় পরিপত্র, প্রজ্ঞাপন এবং অফিস আদেশ জারি করছে ভূমি মন্ত্রণালয়।

বিবিধ মামলা নিয়ে যেন ভূমি সেবা গ্রাহককে হয়রানির শিকার না হতে হয় সেজন্য গত ১৯ জানুয়ারি এমনই একটি পরিপত্র জারি করে ভূমি মন্ত্রণালয়। জনগণকে হয়রানিমুক্ত ভূমি সেবা দেওয়াই এই পরিপত্রের লক্ষ্য। পরিপত্রে মিসকেস/বিবিধ কেস সংশ্লিষ্ট অংশ ব্যতীত - সম্পূর্ণ নামজারি কিংবা দাগ হতে সৃষ্টি হওয়া অন্যান্য সকল নামজারি - বাতিল না করার জন্য সহকারী কমিশনার (ভূমি)দের (এসিল্যান্ড) নির্দেশ দেওয়া হয়েছে। এছাড়া, রিভিও কেসে তামাদি শুনানি গ্রহণ করার পরই কেবল সংশ্লিষ্ট বিষয়ে সিদ্ধান্ত গ্রহণ করার জন্যেও এসিল্যান্ডদের নির্দেশ দেওয়া হয়েছে।

উল্লেখ্য, জেলা প্রশাসক সম্মেলন ২০২৩-এ ভূমি মন্ত্রণালয় সংশ্লিষ্ট যেসব প্রস্তাব এসেছে এর মধ্যে বেশিরভাগ (দুই-তৃতীয়াংশের বেশি) কার্যক্রম চলমান আছে কিংবা  ইতোমধ্যে কার্যক্রম গ্রহণের উদ্যোগ গ্রহণ করা হয়েছে। প্রস্তাবগুলো ‘ক’ গেজেটভুক্ত অর্পিত সম্পত্তি ও খাসজমির ডাটাবেজ, কৃষি জমির সুরক্ষা, খাসজমি সংরক্ষণ, এল.এ কন্টিনজেন্সি খাত, অর্পিত সম্পত্তি প্রত্যর্পণ, সরকারি স্বার্থ সংশ্লিষ্ট বিভিন্ন মামলার সুষ্ঠু ব্যবস্থাপনা, সায়রাত মহাল ব্যবস্থাপনা সংক্রান্ত নীতিমালা ও বিধিমালা সংস্কার ও তৈরি, ভূমি ব্যবস্থাপনায় উদ্ভাবন সংশ্লিষ্ট।

এছাড়া নিয়োগ ও নতুন পদ সৃষ্টি সংশ্লিষ্ট প্রস্তাবের মধ্যে কিছু আইনি জটিলতার জন্য আংশিক কার্যক্রম চলমান। যেমন কানুনগো পদে নিয়োগের ব্যাপারে মামলার নিষেধাজ্ঞা রয়েছে। এছাড়া অন্যান্য পদ যেমন ইউনিয়ন ভূমি সহকারী কর্মকর্তা (প্রাক্তন তহশীলদার), সার্ভেয়ার ইত্যাদি পদে নিয়োগের উদ্যোগ ইতোমধ্যে গ্রহণ করা হয়েছে। অন্যান্য ধরণের জনবল যদি প্রয়োজন হয় এবং সে অনুযায়ী আনুষ্ঠানিক প্রস্তাব পাওয়া গেলে প্রয়োজনীয় উদ্যোগ গ্রহণ করা হবে।

ভূমি মন্ত্রণালয় ডিজিটাল সেবা প্রবর্তনের পাশাপাশি আইন ও বিধি-বিধান সংশোধন, এবং প্রযোজ্য ক্ষেত্রে নতুন আইনের খসড়া করে টেকসই ভূমি ব্যবস্থাপনা স্থাপনে জোর দিচ্ছে।

যুক্তিসংগত কারণে কোনও বালুমহাল নির্ধারিত সময়ে ইজারা বন্দোবস্ত প্রদান করা না গেলে উক্ত বালুমহাল বন্দোবস্ত না হওয়া পর্যন্ত খাস আদায়ের মাধ্যমে রাজস্ব আহরণের ব্যবস্থা গ্রহণ করা হয়েছে। সংশ্লিষ্ট বালুমহাল ও মাটি ব্যবস্থাপনা আইন সংশোধনের খসড়া মন্ত্রিপরিষদ বিভাগ কর্তৃক নীতিগতভাবে অনুমোদিত হয়েছে যা খুব দ্রুত সংসদে পাঠানো হবে। আইন প্রণয়ন হলে বিধিমালা সংশোধন করা হবে। এতে রাজস্ব বৃদ্ধি পাবে, ইজারাবিহীন বালু মহালের উপর সরকারের নিয়ন্ত্রণ থাকবে এবং অবৈধ বালু উত্তোলন বন্ধ করা সহজ হবে। উল্লেখ করা যেতে পারে যে ইজারাবিহীন জলমহালে খাস আদায়ের মাধ্যমে রাজস্ব. আহরণ করা হয়।

এছাড়া, হাট ও বাজার (স্থাপন ও ব্যবস্থাপনা) আইন, ২০২৩ ইতোমধ্যে জাতীয় সংসদে বিল আকারে উত্থাপন করা হয়েছে। হাট-বাজারের জমিতে অবৈধ স্থাপনা নির্মাণের দায়ে পাঁচ লাখ টাকা জরিমানা এবং এক বছরের কারাদণ্ডের বিধান রেখে জাতীয় সংসদে এই বিলটি উঠানো হয়েছে।

নতুন কিংবা সংশোধিত আইন প্রণয়নের জন্য খসড়ার পাইপলাইনে আরও আছে 'ভূমি অপরাধ প্রতিরোধ ও প্রতিকার আইন', 'ভূমি মালিকানা ও ব্যবহার আইন', 'ভূমি উন্নয়ন কর আইন', 'স্থাবর সম্পত্তি অধিগ্রহণ ও হুকুমদখল (সংশোধন) আইন', 'ভূমি সংস্কার আইন' এবং 'ভূমি ব্যবহারস্বত্ব গ্রহণ আইন'।

(Dhaka, Thursday, January 26, 2023) Land Minister Saifuzzaman Chowdhury said that the 'Land Crime Prevention and Redress Act', - considering illegal land occupation as a criminal offense and providing appropriate penalties and fines, - has been sent to the Cabinet Division for next action. He also said that the government has - for the first time made a provision to keep a ceiling on non-agricultural land as well - keeping in mind the scarcity of land in Bangladesh. Initially, 40 bigha ceiling (upper limit) is proposed in the 'Land Ownership and Uses Act'.

Land Minister Saifuzzaman Chowdhury said this while addressing the Deputy Commissioners in the DC Conference 2023 held in the Osmani Memorial Auditorium in the capital today as the chief guest at the working session of the Land Ministry. Cabinet Secretary Md. Mahbub Hossain chaired the session. Land Secretary Mohammad Mustafizur Rahman PAA, Land Appeal Board Chairman A K M Shamimul huq Siddique, Land Reform Board Chairman Md Abu Bakr Siddique. Land Record and Survey Department DG Md. Abdul Barik, and senior officials of the Cabinet Division, Ministry of Land, and its departments were present at the session.

Saifuzzaman Chowdhury said that the 'Land Ownership and Uses Act' will have such a provision so that the maximum limit of non-agricultural land would not become an obstacle for setting up large industries. In this case, the government can grant permission to set up industries in excess of the upper limit of non-agricultural land on a special application. The draft of the 'Land Ownership and Uses Act', aimed at protecting agricultural land, capping the maximum limit of non-agricultural land, food security, and reducing the harmful effects of climate change, will also be sent to the Cabinet Division next week.

The land minister also added that the draft of the Land Crime Prevention and Redress Act has been prepared with the idea of 'Who belongs documents, the land belongs him'. No matter how many years one forcibly occupies a piece of land, the ownership of an illegal occupant without proper documents will never be recognized under this act. After the enactment of the law, the harassment related to land grabbing will be reduced significantly.

Note, Documents mean the relevant documents including deed registration documents, Records of Rights, and other related documents. The agricultural land ceiling is 60 bigha. After the scrutiny of the Cabinet Division, the process of sending the draft of these two laws to parliament for making laws will begin.

(Cashless Land Development Tax)
Saifuzzaman Chowdhury said the cashless land development tax system will be put into force across the country from the next Pahela Baishakh (April 14). From then on, LD tax will no longer be accepted directly/in cash. A Cashless e-mutation system has already been implemented. About 45 lakh receipts (Dakhila) have been given to the citizen. Taka 375 crores of land development taxes were collected online and instantly deposited into the government treasury through the automated challan system.

(Citizen Service Center and CC Camera)
The minister said a citizen service center is being set up at Bhumi Bhaban at Tejgaon. This service will be expanded at the district level gradually. Initiatives will be taken to provide land services to the citizens by appointing district-based agents - and for this - private agency policy is being drafted. In addition to the call center, citizens can go directly to these service centers to receive land services. Besides, CC cameras will be installed to monitor private agent activities and Upazila and District-based citizen committees will be formed.

(Bangladesh Digital Survey)
Saiuzzaman Chowdhury said that a digital survey is being conducted across the country under two projects. A Survey was started in Patuakhali under one project. A digital survey of a Mouja in Patuakhali has already been completed. Under another project, there will be a digital survey in 3 City Corporations (Chittagong, Narayanganj, and Rajshahi Metropolitan), Manikganj Municipality, Dhamrai Upazila, and Kushtia Sadar Upazila. Apart from these areas, there will be a digital survey under the project started in Patuakhali across the country.

(Preparation of ROR Tree and Delivery of ROR by Post Service)
At present, more than 5 crores 21 lakh land ownership and more than 75 thousand Mouza map information are available online, the minister said. About Tk 13 crore 57 lakh government revenue has been collected from this system. The postal department is now delivering Record of Rights (ROR) /Khaitan to the citizen's addresses. So far, more than 3 lakh Khatian sent to the citizen by the postal department. It has also been decided to provide this service abroad. Mutated ROR is constantly being added to this system. As soon as the land is mutated from any ROR, arrangements are made to display the tree of the new RORs which are being created continuously from the original ROR through artificial intelligence. As a result, there will be transparency in the purchase and sale of the land, - as well as - lawsuits will also be reduced.

(Automatic Mtation after Land Registration)
Md. Mustafizur Rahman PAA said that more than 4 crore holding data has been converted to digital from manual. Technical linkage of the e-mutation system with the e-registration system has been established. Along with e-Mutation, land development taxes as well as holding numbers will also be automatically determined. It has been piloted in 17 Upazilas.

(Automatic ROR & Mauza Map after Mutation)
The secretary also said that satellite images are being purchased, including digitizing 1 lakh 38 thousand maps of the whole of Bangladesh. A database of plot-based land classes is being created by placing satellite images on top of this map. By March 2023, 10 thousand digital Mouza maps will be connected to the e-mutation system. This digital map and ROR will be automatically updated along with the mutation. Citizens will instantly get the length-width, location, and measurement of their land from the Land Service app.

(Call center)
The secretary said that about 10 lakh 20 thousand calls have been disposed of from the call center. The number of calls disposed of from abroad is around 6 thousand. About 11 thousand 400 follow-up calls (returning call) have been made. 20 thousand 800 land-related legal advice have been provided to citizens through call centers and Facebook.

(E-Mutation)
The secretary said that about 2 lakh mutations are being disposed of online every month through the e-mutation system. So far, about Taka 160 crore has been collected online by the cashless Mutation system and deposited instantly to the government treasury.

(DC Views)
In this session, the Deputy Commissioners expressed their views and asked questions. Various issues related to land management, including mutation, Haat and Bazar, land office construction, water bodies, land management, the court of wards, human resource and training, digitalization, and innovation in land management have been discussed in the session.

It is to be noted that the Deputy Commissioner as a Collector is the designated officer at the district level to provide all related services, including land revenue and land management, except for land registration and land survey.

After the session, the land minister met the press and answered the questions of journos regarding the directions he has given to the Deputy Commissioners.

/Land Minister calls for properly monitor land service activities at field level/
/Circular directs AC Lands not to discard entire mutation and to consider only those related to Misc. cases/

Land Minister Saifuzzaman Chowdhury called upon the Deputy Commissioners (DCs) to properly monitor the work of those engaged in land service at the field level.

Land Minister Saifuzzaman Chowdhury made the call while addressing the deputy commissioners as the chief guest at a working session on the Ministry of Land at the 'Deputy Commissioners Conference-2023' held at Osmani Memorial Auditorium in the capital on Thursday. Cabinet Secretary Md. Mahbub Hossain, Land Secretary Md. Mustafizur Rahman PAA, and senior officials of the Cabinet Division, Ministry of Land, and its departments were present at the session.

At this time, the Land-Minister directed the District Commissioners to encourage good work and reward it in applicable cases, to correct mistakes, provide training if necessary, and to take initiatives to impose appropriate punishment for unwanted and unjust acts committed deliberately and successively. Later, in a press briefing, the Land-Minister informed reporters that the land officers' refresher training, which had been halted due to the Covid-19 situation, would be resumed soon.

It is to be noted that the Ministry of Land has established a Dashboard for close monitoring of land services and an Institutional Memory System to preserve the experiences of all those concerned with land, launched a messaging app Barta for internal communication within the land ministry, and introduced land services awards in recognition of providing good service to land services receivers. Besides, the Ministry of Land is regularly issuing necessary circulars, notifications, and office orders giving directions to those responsible for land services, if applicable.

On January 19, the Ministry of Land issued a circular to ensure that land service receivers do not face harassment with Miscellaneous Cases. This circular aims to provide harassment-free land service to the people. The circular directs the Assistant Commissioners (Lands) not to discard the entire mutation or other mutation produced from the plot, instead to consider only the portion that relates to miscellaneous cases. Besides, the Assistant Commissioners (Land) have also been directed to decide the issue only after conducting the Limitation hearing in the Review Cases.

It is to be noted that most (over two-thirds) of the proposals related to the Ministry of Land in the Deputy Commissioner's Conference 2023 are ongoing or initiatives have already been taken to take action. These proposals are related to the Database of gazetted vested properties under the 'Ka' list and Khas (Government-owned) land, Protection of agricultural land, Conservation of Khas land, LA Contingency, Return of vested property, Proper management of various cases related to government interest, Reform, and formulation of policies and regulations relating to the management of Sairat Mahal, and Innovation in land management.

In addition, in some instance, partial activities are ongoing due to legal complications in the proposal related to recruitment and the creation of new posts. For example, there is a prohibition on litigation regarding appointment to the post of Kanungo. Apart from this, initiatives have already been taken to recruit other posts such as Union Land Assistant Officer (formerly Tahsildar) and Surveyor. If other types of human resources are required and a formal proposal is received accordingly, necessary initiatives will be taken.

The Ministry of Land is emphasizing on establishing sustainable land management by introducing digital services as well as amending laws and regulations, and drafting new laws if applicable.

An initiative has been taken to collect revenue through Khas collection when it is not possible to make a lease settlement of sand quarries for reasonable reasons. The draft amendment to the relevant Balumhal and Soil Management Act has been approved through the policy decision by the Cabinet Division and will be sent to Parliament soon. The rules will be amended if the law is enacted. This will increase revenue, maintain government control over lease-free sand quarries, and make it easier to stop illegal sand mining. Note, Revenue is collected through Khas collection from lease-free Jalmahal (Waterbodies).

Besides, the Hat and Bazaar (establish and management) Bill, 2023 has been placed in the Parliament. This bill has been placed in the Jatiya Sangsad with a provision of a fine up to TK 5 lakhs or one year of imprisonment or both if anyone or a group of people illegally occupy Khas land of any hat and bazaar and construct any establishment.

In the pipeline of new or amended laws are the ‘Land Crime Prevention and Redress Act’, ‘Land Ownership and Uses Act’, ‘Land Development Taxes Act’, ‘The Acquisition and Requisition of Immovable Property (Amendment) Act’, ‘Land Reform Act’ and ‘Land Uses Rights Act’.
